When this question was first posed, the thing that came to mind for me was the civil engineering that goes on in areas prone to large quakes. And the need and desire people in these areas have for a warning system. I have seen several disturbing programs about that '04 quake and how it occured in an area that is technically considered not very active. Would a warning system have made a difference? Who knows, but it seems it may have for many people and their lost loved ones. I can image\ine that this information is integral to those people trying to come up with such systems.
