This draft report describes a research plan to answer the question, "Is educational technology effective in improving student academic achievement?" as mandated by the No Child Left Behind Act. Based on issues and strategies identified by an expert review panel, three institutions (Mathematica Policy Research, Inc. and its partners the American Institute for Research and the Education Development Center) working with the U.S. Department of Education (ED) developed this report which formulated recommendations; considered how to address factors that impact technology effectiveness such as teacher technology training and student learning context (i.e., parents, neighborhoods and student characteristics); and, described approaches to designing and conducting the study including how to select technology applications to study and schools to participate.
