The Final Rule, issued in 2004, set the management standards for winter visitation in Yellowstone National Park, Grand Teton Nation Park, and the John D. Rockefeller, Jr., Memorial Parkway. The ruling governs winter use through the 2006-07 season. These regulations require that snowmobiles and snowcoaches meet certain air and sound restrictions, that snowmobiles be accompanied by a commercial guide, and that total daily entry limits do not exceed 720 and 140 snowmobiles in Yellowstone and Grand Teton/Parkway respectively.
