One of the keys to reuse of any content is an explicit license for reuse. This license should occur at the item level (not the website level) and be visible and authoritative (have some legal wording and have a link to someone who is the "author" of the content, who has the right to put the license on the item).
This will be important for DLESE going forward (and for the NSDL), and it is critical for any developer content, which is meant to be reused.
