More Fixes for Special Characters

We've attempted to fix all the em dashes that got garbled in our recent change over to handling special characters more consistently. There are still about 70 pages on the site that had been using other special characters that are now mis-encoded. We'll have a student working to fix those up. But if you run into one as you're working just replace it with the appropriate character.
