I have also found that reading "rough drafts" is extremely time-consuming, so I no longer call them first or rough drafts. Students submit their papers (no qualifiers!) a first time, I suggest revisions, and then they submit a revised paper a couple of weeks later. Also, I assign a certain portion of the total project grade to that first submission, usually on the order of 15-25%, so that they understand it's important that the paper be well-organized and coherent.
